Hey Cody
I find that if the frog is not as it should be,
I clean it up real nice and just fill it with the oakum,
by the next shoeing or after that one the frog is where it should be,
and frog contact with the pad is achieved.
As far as keeping the moisture out,
I completely cover the sole, frog and in the commissars with the forshners.
Because of the tar aspect it creates a moisture barrier,
and the forshners keeps the solids out.
So I suppose the moisture may get in, but doesn't seem to do harm.
I have one horse in wedge pads like this for 2.5 years.
When I first saw this horse it was about to be put down cause of the lameness.
wedges saved this horse, and she is old so will never come out of wedges.
